Types and forms of information presentation. Information resources
In accordance with the legislation, the concept of information resources is introduced. Information resources of an enterprise, organization, institution, company and other state and non-state structures include separate documents and separate arrays of documents (files), documents and document complexes in information systems (libraries, archives, funds, data banks of electronic information systems) on any media, including those that ensure the operation of computing and organizational techniques. Information resources are objects of relations between individuals and legal entities among themselves and with the state. Together, they make up the information resources of Russia and are protected on an equal basis with other types of resources. Documentation of information is a prerequisite for inclusion in information resources.
Any documented information has the following details:
the name of the document;
classification of secrecy or confidentiality (if any);
Registration number;
date of creation and registration;
the author and (or) the performer;
the validity period of the secrecy or confidentiality stamp, if any;
attributes of the institution.
In addition, mailing addresses (users) can be specified in the details.
Documented information can be presented in the form of certificates, decisions, orders, orders, assignments, reports, statements, instructions, comments, letters and notes, telegrams, checks, articles, etc. All these types of documents may differ in form. These forms are usually standardized in official and secret office work. They may not be the same in different departments. In information systems, documented information is presented in the form of files, folders, arrays, databases, and programs.
The legislation of the Russian Federation or the agreement of the parties may establish requirements for documenting information.
In federal executive authorities, documentation of information is carried out in accordance with the procedure established by the Government of the Russian Federation. The rules of record keeping and document management established by other state bodies and local self-government bodies within their competence must comply with the requirements established by the Government of the Russian Federation in terms of record keeping and document management for federal executive authorities.
An electronic message signed with an electronic digital signature or other analogue of a handwritten signature is recognized as an electronic document equivalent to a document signed with a handwritten signature, in cases where federal laws or other regulatory legal acts do not establish or imply a requirement to draw up such a document on paper.
