Information society and government openness

The information society imposes its own requirements on public authorities and local self-government. There is a change of functioning options: from administrative command, when the role of the public is minimized, to democratic, when the role of the public is the most important in the entire history of mankind. And today we see that this option is more interesting economically, because it creates more opportunities for the development of the country.

The information society allows us to meet new types of requirements that arise today and that will arise tomorrow. It is possible to list such signs by which this new world differs from the usual one: - great dynamics of development, which cannot be compared, for example, with an agrarian society, when there were no new events for years; - the development of more significant adaptive capabilities in humans, since they often find themselves in unexpected situations; - greater openness to innovative technologies. On the contrary, the main feature of the societies of the past was their closeness to information from other societies. They did this by elevating themselves to a level beyond the reach of others. Representatives of other societies were not treated as equals.

Democracy makes it a daily process for citizens to defend their own rights. Democratic governments, as well as non-democratic ones, try to hide information that is unprofitable for them, which is vividly demonstrated by the entire history of the last century. A natural reaction becomes a national reaction solely due to the optimal functioning of the media. Silencing negativity can lead, on the contrary, to a political crisis.

The axiom of openness of the authorities is the only answer to the new possibilities of information technologies for managing mass consciousness on the part of the authorities. This antithesis to manipulation protects the population from possible negative consequences. The concentration of power is hampered by the transparency and openness of his actions. This is becoming one of the options for public control, that is, there is a redistribution of power, at least at the information level.

The development of public relations demonstrates the exploitation of feedback from the population to the government, when the government becomes fundamentally dependent on the interests of the population. The idea of e-government as an option for openness is working in the same direction, but already in the Internet space.

The new role of political technologists is also a manifestation of new types of functioning of the government and the population in the information society.

A political strategist "adapts" a politician to power, when in the past, on the contrary, the population had to "adapt" to its own monarch.

This is due, among other things, to the fact that only a small percentage of voters have direct contact with a representative of a particular party. Everyone else should be guided by the information generated by the media. The decision of the voter is such that it is made only on the basis of the information context.

The information society is an open society where there is an opportunity to defend their views not only for the majority, which we are more used to, but also for the minority. Therefore, there is a significant complication of management mechanisms that must work not only with homogeneous material, but also heterogeneous. In the past, all kinds of propaganda wars, including the Cold War, worked to segment a single society as much as possible, destabilizing it as a system as a result. By the way, the transparency of the government creates much less opportunity for the use of such technologies in the future.
